Question: In the incident of בעל פעור, why does nobody listen to the instructions of הקב״ה or משה?


Approach: We can suggest that even before משה could get the word out to the people, the incident of the "man and woman" occurred, stunning everyone into paralysis, except for פינחס. And once that incident ended, the women quickly ran off and there was no need to take further drastic action - as evidenced by the ending of the plague. As such, the purpose of the instructions was met, even if not in the originally intended manner.

Question:  Why are the laws of בכור not written together with the other קרבנות rules earlier in the פרשה? Approach: The rule of בכור being only allowed to be eaten in המקום אשר יבחר ה' is mentioned in the earlier section. This section comes to teach us the rule of the בכור בעל מום, and the special leniencies that apply, allowing the animal to still be eaten - and anywhere. It thus could be viewed as similar to the released slave, who no longer is limited to his master's domain (the rules mentioned just before).
