Question: Why is specifically the person with צרעת on the bald spot called an איש צרוע as opposed to any other situation?
Approach: Perhaps we can suggest that this situation is the only one where the צרעת cannot be hidden from view, as the bald spot is clearly visible, unlike other places which could be covered up more easily and often. Perhaps head coverings (for men at least) weren't common, so even a head covering would raise suspicions that something is awry.
