Question: Why are the rules of annulling vows of a wife by her husband repeated?

Approach: A close reading of the text implies that there is a difference between the two cases mentioned. The first situation refers to a woman who has made vows before her marriage. And even so, we're told that the new husband can annul the vows on the day that he finds out about them.

The second case is a married woman who then makes a vow.

Whilst it would seem that the first case is the bigger חידוש, the order of the cases listed appears to be in order of the life of a woman - starting from being a youngster at home, getting married, divorced/widowed and then re-married.
